Job DescriptionJob Description Job Summary The Director of Technology will oversee and manage the technology strategy, infrastructure, applications, and technical related policies for the Association. The Director will manage the day-to-day functions of the department and provide leadership, guidance, and direction to staff. The Director will also be part of the NAPHSIS leadership team and will have input on the overall strategy of the association. Key Duties and Responsibilities NAPHSIS Staff Support: provide oversight of the NAPHSIS IT Managed Service Provider (MSP), security compliance team, and related vendors or staff to perform the key activities to support staff utilization of systems and technologies to improve the Association’s overall performance. Coordinate with MSP to manage software, hardware, and other office equipment for NAPHSIS staff. Manage and coordinate network infrastructure, security, and business continuity projects and issues with MSP and ensure optimal system performance and backups. Establish and maintain various policies and documentation related to network, application, business, and cybersecurity aspects of the environment. Oversee compliance, annual audit/review, budget, and legal aspects of technology and information systems. NAPHSIS Systems: provide leadership and oversight of the NAPHSIS suite of systems as it relates to performance, enhancements, security and compliance to continually meet the needs of our members and customers. Lead and participate in various Project Management duties related to technology, data, web, and other departmental functions. Analyze, document, and track requirements for IT related projects. Manage and coordinate network infrastructure, security, and business continuity projects and issues with MSP and ensure optimal system performance and backups. Work with the membership team to develop and provide user resources and training for NAPHSIS members regarding NAPHSIS systems. Oversee provision of technical support for NAPHSIS systems. Manage technology-related budget, invoices, and contracts specific to systems management and performance. Serve as a staff liaison for systems related committees or workgroups and provide technical guidance and support to other NAPHSIS engagement groups and online communities. As with all NAPHSIS staff positions, special projects and other duties not included here may arise and be assigned to this staff position. All NAPHSIS staff members are expected to assist with office-wide projects requiring a team effort. Minimum Education and Experience: A college degree is strongly preferred, ideally in Computer Science, Information Systems, or a related technical discipline. Appropriate technical certification(s) are preferred. 7+ years of experience in technology leadership, preferably within the public health, government, or vital records realms Experience managing MSP engagements, outsourced vendors, and providing virtual end-user support. A combination of education, certification, and experience may be considered. Preferred Skills & Qualifications: Soft Skills Strong service orientation, and an understanding of the importance of developing effective working relationships with users. Excellent verbal and written communications for staff and customers of all levels. Highly motivated, analytical, organized, and efficient. Excellent follow-through, attention to detail, and problem-solving skills. Technical Skills Active Directory, Microsoft Office 365, Teams Telephony, Sophos VPN and End Point Security Windows 10/11 computers, monitors, peripherals, tablets, and mobile devices Office equipment including networked printers and multi-function machines SQL database systems (tables, views, stored procs), Association Management Software (AMS) products with eCommerce capabilities, and financial software systems Website hosting applications including IIS, WordPress, MSSQL, MySQL, and ColdFusion Website development languages PHP, .NET, ColdFusion, HTML, CSS, and JavaScript.
