Duties
Defines requirements for geospatial information systems (GIS), application software, end user computing tools, data communications and networking, geospatial database technologies, security, technical architectures, and other disciplines.
Defines requirements for new development, Commercial Off-The-Shelf (COTS) acquisitions, and/or modifications to existing system capabilities. Requirements are defined, documented, and coordinated through appropriate levels of the agency.
Develops and prototypes GIS solutions and platforms. Conducts feasibility or verification studies and alternatives analysis to recommends changes to established information models, application, and architectures.
Creates project management plans and coordinates with multidisciplinary team members for execution. Develops geospatial system documentation, informational papers, and budget analysis in support of systems development lifecycle management.
Design or modify GIS to support organizational program, end-users, and requirements. Complete system capacity assessments to ensure expected load can be handled. Devises original approaches to GIS designs where no design precedents may exist.
Identify and establish Operations and Maintenance tasks, system backup/restoration procedures, system monitoring and complete transition to system administration support teams. Validate and test new or changing geospatial systems/solutions.
Assists with contract support acquisition for GIS development and management; Prepare requests for proposal and evaluation documentation; Participate in technical evaluation panels. Review contract deliverables based on performance work statements.

In addition to the competencies above, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience in architecting, engineering, and/or operating geospatial systems in a Cloud environment and interfacing with teams managing core IT infrastructure such as network firewalls, routing and load balancing. Experience in identifying IT problems, trends and weaknesses and recommending solutions to reduce vulnerabilities. Experience developing and integrating geospatial business solutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
