The Technical Specialist is a senior-level resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

The candidate must be willing either to use their personal computer to log into a virtual clients workstation (via their Internet access using Citrix and the Cisco AnyConnect vpn) or to come to Raleigh at their expense to pick up an Client laptop. Position is remote with minimal in-person engagement in the Raleigh area.

CLIENTAPP is a custom, client-server, PowerBuilder application used to track work, materials and payments on Highways Construction projects. We also have many Java, C+ and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to CLIENTAPP that our clients want to have developed in the coming years.

The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.

This individual should have practical experience with standard development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation. Experience designing and implementing SharePoint and web-based solutions are also valuable skills we re seeking.

Required Skills: (10+ years)

• Experience as a PowerBuilder developer using PB10 or more recent versions.
• Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable)
• Strong Microsoft Suite experience, particularly Excel
• Experience working in a remote software development environment
• Strong analytical, conceptual, and technical skills
• Positive interpersonal skills coupled with an independent, self-motivated work ethic
• Ability to work with a custom base-class
• Proven written and verbal communication skills, including the ability to explain business processes to IT users and IT applications to business users

• Previous development experience with DOT s HiCAMS application
• Development experience in C#

• Experience coding stored procedures and triggers (any database)
• Experience developing .net applications and API s in a Visual Studio environment
