Position Overview
The Systems Software Programmer – Project Lead will lead the design, development, and support of critical systems and integration processes in a Rhapsody environment. The role focuses on enhancing data management, integration, and reporting systems within the Public Health domain while adhering to regulatory requirements and best practices. Candidates must hold a Rhapsody certification and demonstrate expertise in HL7, data integration, and modern development standards.
This role is fully remote, operating on EST hours, with flexibility for occasional after-hours or weekend support.
Key Responsibilities
Integration Development:
Design, develop, and maintain Rhapsody routes for data integration and processing.
Parse and process various data formats (XML, CSV, HL7, SOAP, etc.) to support Electronic Case Reporting (eCR) and Electronic Laboratory Reporting (ELR).
Modernize legacy systems by rewriting code and processes into Rhapsody.
System Monitoring & Maintenance:
Monitor routes and ensure smooth data flow using Rhapsody UI and related tools.
Perform troubleshooting, automate maintenance tasks, and address processing errors promptly.
Support Rhapsody upgrades, environment configuration, and establish proactive monitoring processes.
Stakeholder Collaboration:
Conduct gap analysis, gather requirements, and design solutions to address business needs.
Collaborate with team members, stakeholders, and vendors to ensure successful project implementation.
Provide mentorship and technical advice on best practices to the development team.
Testing & Compliance:
Lead testing, validation, and user acceptance processes.
Ensure solutions meet regulatory requirements, including CDC, HIPAA, CJIS, PHI, and PII standards.
Prepare and maintain documentation, system diagrams, and project status reports.
Support & Documentation:
Provide after-hours and weekend support for critical systems as required.
Maintain detailed technical documentation for all systems and processes.
Required Skills & Qualifications
Technical Proficiency:
Rhapsody Software (Version 6+).
HL7 standards (v2.3.1 – v2.5.1).
XML, XSD, XSLT, MS T-SQL, and advanced query optimization.
Web services development (REST, SOAP, WSDL).
JavaScript (ECMA/E4X).
Soft Skills:
Strong critical thinking and problem-resolution abilities.
Excellent verbal and written communication skills.
Ability to collaborate with technical peers, management, and stakeholders effectively.
Certifications: Rhapsody Certification (mandatory, specify level in the application).
Education: Bachelor’s or Master’s degree in a relevant field or equivalent work experience.
Preferred Skills & Qualifications
Experience with data integration, staging, and quality processes.
Background in Public Health systems or Laboratory Information Management Systems (LIMS).
Knowledge of LOINC and SNOMED standards.
Familiarity with DevOps tools (e.g., JIRA) and agile methodologies.
Exceptional interpersonal and teamwork skills.
