Job Description
The Texas Health and Human Services Commission (HHSC) is seeking an experienced Software Engineer 3 to develop and optimize software solutions, ensuring high performance and scalability of applications and systems. The role focuses on performance engineering, particularly with large Oracle databases in both cloud and on-premise environments, and involves collaboration across teams to deliver high-quality solutions.
Responsibilities
· Analyze and evaluate application, system, and ecosystem performance across multiple tiers.
· Identify and resolve performance and scalability bottlenecks.
· Simulate traffic and load conditions, evaluate behavior, and propose optimizations.
· Optimize code, queries, and system configurations to enhance performance.
· Analyze Oracle wait events, AWR raw data, and generate and interpret AWR, ASH, and ADDM reports.
· Predict system behavior under stress conditions and communicate results effectively to diverse audiences.
· Conduct detailed root cause analyses for performance issues.
· Develop and implement solutions to improve response times, scalability, and resource efficiency.
· Work collaboratively with teams, prioritize tasks, and ensure timely completion of high-quality deliverables.
Required Skills and Qualifications
· 8+ years of experience analyzing and evaluating application performance across multiple tiers.
· Expertise in identifying and resolving performance and scalability issues.
· Strong knowledge of Oracle wait interface and event analysis.
· Performance tuning experience with large Oracle databases in AWS (50+ TB) and Exadata databases.
· Proficiency in Linux shell scripting, SQL tuning, and session tracing.
· Experience generating and analyzing AWR, ASH, and ADDM reports and Oracle AWR raw data.
· Skills in predicting system behavior under representative and full load conditions.
· Strong understanding of Oracle database internals related to performance.
· Ability to communicate complex analyses to technical and non-technical audiences.
· Technical writing and diagramming skills, with proficiency in tools such as Visio, Erwin, and Microsoft Office Suite.
Preferred Skills and Qualifications

· Bachelor’s degree in Computer Science, Information Systems, or a related field.
· Experience with PII/PHI data, HL7 data, and the healthcare industry.
· Prior experience working with Health and Human Services (HHS) agencies.

Pay: $65.00 - $75.00 per hour
