Role Responsibilities
The Government of Alberta, Construction and Maintenance within Transportation and Economic Corridors is currently looking for a Development and Planning Technologist (DPT) to join their busy team in Red Deer and Camrose. Reporting to the Infrastructure Manager, the DPT (Development and Planning Technologist) determines setback requirements for developments; presents the department’s position in the application and interpretation of the relevant parts of the Acts, Legislations and Regulations surrounding the protection of the highway corridors thereby preventing future costs associated with improvements to the highway system due to unregulated development and minimizes the Department’s exposure to risk of litigation.
The DPT interacts with various clients such as municipalities, landowners, commercial business operators, developers, utility owners, contractors, various levels of government boards, federal, provincial government departments, and the general and motoring public.

The main responsibilities for the DPT are (but not limited to):
The DPT acts as the Minister’s representative for day-to-day activities in Issuing Roadside Development Permits for highway vicinity developments. For example, permits for all utility installations and review application for private sign installations.
Reviews Planning referrals for land use re-designation, subdivisions and development permit applications, Subdivision proposals, Area structure plans, participates in the preparation of highway planning documents etc.
The incumbent performs the activities related to highway right-of way, field inspections, sign approvals, traffic accommodation strategies, testing & monitoring safety hazardous and review request for special events.
The DPT reviews internal and external requests regarding road closures and property dispositions to ensure no property is left without public access, that there is no adverse impact on the provincial highway system, and proper procedures are followed.
The Development & Planning Technologist maintains a professional level of contact with stakeholders, attend public meetings and open houses, prepares Action Requests through briefing notes using tact and diplomacy under the provided guidelines.

Qualifications
Required:
2 years technical diploma or certificate in civil engineering, land-use planning or a related field plus six (6) years of related experience in highway roadside planning, highway design and/or highway construction is required.
Equivalency:
Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Assets:
University Degree in land use planning or related degree, plus four years of related experience in municipal planning or highway planning
Understanding of the interpretation and application of specific portions of Acts and Regulations pertaining to roadside planning and development function.
Understanding and knowledge of land use planning process in Alberta as well as long range Department plans.
Knowledge of Department structure and relationships with other government departments and agencies
Knowledge of third system of land survey, survey terminology and terminology and practices and highway construction and maintenance practices.
Working knowledge of road and utility construction procedures and standards.

There are two full-time, (2) two-years temporary roles, located in Red Deer. Other locations may be available, such as Vermilion, Camrose, and Hanna.

Candidates with lesser qualifications may be considered at a lower classification and salary.
