TERM LIMITED POSITION: This position is term limited with an anticipated end date of approximately three years from the date of hire. The Colorado Digital Service (CDS) is seeking an experienced contracts, procurement, and fiscal operations expert as we grow our team. This role will strengthen Colorado's ability to deliver exceptional digital government services by helping transform the way we approach technology procurement and funding. The successful candidate will serve as an evangelist for innovative procurement strategies, while managing complex funding streams and vendor relationships for the Colorado Digital Service.
As a procurement strategist, you will drive the modernization of state technology procurement practices, drawing from proven approaches used by 18F, GSA, and other government digital service organizations. Working at the intersection of procurement, technology, and public service, you will help agencies adopt agile procurement methods that enable effective, timely digital service delivery.
You will manage CDS's diverse funding portfolio, including grants, legislative appropriations, and special initiatives. This includes developing funding strategies, managing complex budgets, and ensuring compliance while maintaining the flexibility needed for modern digital service delivery. Your expertise will help agencies navigate procurement regulations while finding creative, compliant ways to achieve their goals.
A key aspect of your role will be building an agile procurement capacity across state government through a community of practice. You will serve as a bridge between technical teams, fiscal staff, and agency leadership - helping them understand and adopt modern procurement approaches that support agile development and user-centered design.
In this strategic role, you must balance innovation with compliance, finding ways to modernize procurement while ensuring proper stewardship of public funds. You'll collaborate with civic technology partners to learn from and contribute to the broader government technology ecosystem, helping ensure Colorado remains at the forefront of digital procurement innovation.
In this dynamic environment, you must be highly adaptable and comfortable with changing priorities and approaches as we learn what works best for Colorado. This includes being flexible in your methods, willing to pivot strategies based on new information, and able to help others navigate through change while maintaining focus on improving customer outcomes.
The Digital Service Expert:
Is a senior engineer, product manager, procurement professional, or designer with a proven track record in their skill-set of delivering IT products and services. While all positions will contribute to the entire mission of OIT and CDS, some positions will focus on specific aspects of the mission such as software engineering, product management, procurement, etc.
Uses expertise in their skill set to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.
Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices and modern consumer Internet technologies, to communicate major initiatives to the public, and support the recruitment of top technical talent into the State government.
Uses demonstrated experience in their skill set to consult with OIT and agency customers in best practices for launching products from a technology, policy, and procurement perspective.
Serves as a respected authority on a diverse range of issues related to technology, government procurement, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.
Articulates the "for you, with you, by you" strategy of working with agencies, learning what works, and adjusting the strategy as necessary.
Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Minimum Qualifications:
At least 5 years of public or private strategic financial operations experience at the execution and leadership level with a focus on procurement design and strategy.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Experience modernizing procurement practices in government or large organizations.
Strong understanding of technology procurement and modern software development.
Track record of managing complex funding portfolios and vendor relationships.
Demonstrated ability to navigate and improve bureaucratic processes.
Background in government contracting or public sector procurement.
Experience building communities of practice or leading organizational change.
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
