Duties
The duties and responsibilities include but are not limited to the following:
Takes on a role in improving facility operational processes, in the realms of efficiency, communication, and information sharing.
Serves as the technical specialist for the facility for design, management, and improvement of the facility's primary internal customer information sharing and automation tools (e.g., Power Platforms, Power Automate, PowerApps).
Implements a collaborative information environment services training program for operational users.
Provides consultative guidance to management and leadership regarding improvements in mission effectiveness, resource utilization and cost savings.
Works closely with the Analytics and Business Solution selection within System Improvement Service.
Identifies the strategic and technical approaches to be employed and products to be provided.
Develops statements of work or project specifications, along with corresponding plans, schedules, and milestones.
Requires exceptional interpersonal skills effectively communicating with SFVA leadership, service chiefs, clinicians (physicians and nurses), educators, researchers (clinical and basic science), and other stakeholders.
Responsible for planning, scheduling, and executing assigned technology projects, including training.
Translates workflow optimization goals from all levels of the organization into technically actionable processes and implements those processes.
Utilizes workflow analysis (clinical and administrative), various communication and information- sharing technologies (e.g., Microsoft's SharePoint (O365) Online (SPOL), PowerApps and related databases.
Other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Physical Requirements: The work is sedentary and does not require any special physical effort. Work will require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. The work is primarily performed primarily in an adequately lighted and climate-controlled office, classroom, or conference room setting, but may include occasional contacts in the patient care areas of the Medical Center and outlying clinics. May require occasional travel.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience includes: Missions, organizations, programs, and requirements of health care delivery systems. Applies portal features enhancing workflow automation and communication within and between clinical and administrative units. Creates PowerApps. NOTE: Clearly indicate the nature of duties and responsibilities in each position and the number of hours a week spent in each employment. OR,
Education: Has successfully completed a Master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university.
Combination: Has an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.
GS-11 Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-9 level in the normal line of progression for the occupation in the organization. Specialized experience includes: Establishes and maintains PowerApps leveraging Power Automate, Visio, and other administrative and management tools. Identifying appropriate process measures and monitors quality and performance improvement based on workflow analysis tools and principles. NOTE: Clearly indicate the nature of duties and responsibilities in each position and the number of hours a week spent in each employment. OR,
Education: Has successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. OR,
Combination: Has an equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements.
GS-12 Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes: Has troubleshot and provided training, technical assistant to users with a variety of technical aptitudes on topics including MS PowerApps, Power Automate, communication integration, workflow management, calendaring, scheduling and date search capabilities. Identified appropriate process and consulted internal groups working to improve quality and performance by helping identify the most feasible methods of aggregating, storing, and communicating measures and monitoring to ensure quality outcomes. Serves as the web application and automation solution developer responsible for creating, designing, and maintaining workflows, forms, custom navigation elements, retention policies and solutions for the facility.
