Description:
The Public Health I&IT Solutions (PHS) Branch develops and implements innovative I+IT solutions to modernize and improve public health in Ontario so that Ontario's public health units/regional public health entities can improve delivery of mandatory public health programs and services such as provision of immunization services, seniors’ dental health program, control of infectious diseases, disease and injury prevention, as prescribed in the Ontario Public Health Standards.
Panorama, developed and supported by IBM, is a system utilized by Public Health professionals across multiple Canadian provinces, including 34 Public Health Units across Ontario. Panorama is the primary system for recording Ontario's publicly funded vaccines and working toward the future goal of collecting all immunizations for all Ontarians. in addition to Panorama, all 34 PHUs use other ministry built connected tools or extensions to support their work under the Immunization of School Pupils Act. The Ontario Government Pharmacy and Medical Supply Services (OGPMSS) uses Panorama’s Inventory Module for publicly funded vaccine orders, distribution and delivery.
The successful contractors are required to support the aforementioned extensions and tools with the following activities:
· Continuing to develop, test, support, and maintain both manual and automatic reconciliation/submission functionality for immunization records.
· Ensuring alignment with Panorama upgrades and patches, performance maintenance, and stakeholder support.
· Providing programming technical support, testing, maintaining integration components, addressing incidents, break fixes, performance changes, coordinating change management and adoption activities, and maintaining alignment with other integrated solutions such as IR-Panorama and PHIX.
These technical resources are crucial for maintaining and enhancing these vital public health IT solutions. They ensure data quality, streamline processes, and improve the overall efficiency and effectiveness of public health initiatives, ultimately protecting the health and safety of Ontarians.
DESCRIPTION OF SERVICES
Full-Stack Software Developer (ICON, PHIX and STIX)
- Maintain integration components and code between ICON and PHIX.
- Provide programming technical support for ICON/PHIX integration for incident management, application functionality sustainment, API management, performance tuning, and technical documentation.
- Develop and sustain components that ensure secure integration of the provincial digital health immunization asset with third-party consumer applications.
- Provide ongoing support for ICON for Public with PIN Tool, including the ongoing migration of the ICON application to On-Premised DHDP Docker EE with Kubernetes.
- Support ICON immunization data validation submitted by clients.
- Fix issues on ICON APIs to update immunization information in Panorama.
- Implement new features and enhancements in STIX.
- Conduct performance tuning to ensure PHIX and STIX applications handle a large volume of data from external sources.
- Develop, test, support, and maintain components of the PHIX and STIX applications.
- Design data-driven logic and conduct unit tests for DHIR Integration Hub and its connected integration services and common APIs, including the PHIX tool.
- Ensure alignment with Panorama updates and patches.
- Provide programming support for incident management, application functionality sustainment, performance tuning, and technical documentation.
- Perform technical analysis, prepare detailed programming specifications, program design, write and/or generate code, and conduct unit tests.
- Translate technical specifications for integration/sustainment into working, tested application code.
- Develop detailed application programming specifications, writing code and scripts, designing data-driven logic, and conducting unit tests.
- Provide impact analysis, effort estimate, and solution design/development due to solution/software upgrades or new requirements (e.g., Panorama 4.4.x upgrades, PHU merge).
- Maintain development environments and adopt continuous integration (CI) practices.
- Support approximately 344,600 immunizations and around 83,700 clients via ICON, and an estimated 120,200 Yellow Card retrievals.
- Work with Quality Assurance Specialist (QA) and Solutions Designer to design, code, test, debug, and document DHIR application integration services to ensure alignment with Panorama 4.4.x upgrade.
- Modify underlying components to conform to vendor upgrade releases of the Panorama product, business requirement changes, and specialized support for the overall DHIR solution.
- Provide software expertise in various computing platforms, operating systems, database technology, communication protocols, middleware, and gateways.

EXPERIENCE & SKILL SET REQUIREMENTS (SCORING METHODOLOGY)
Public Sector Experience (5%)
- Experience working with federal/provincial/broader public-sector healthcare providers.
- Knowledge of the provincial immunization system and Public Sector large complex IT Health-related projects or equivalent.
- Experience with integration of Clinical IT Systems such as Client and Provider Registries.
- Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that complies with industry standard practices.
- Knowledge of industry standards such as Project Management Institute (PMI).
- Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies.
Technical Skills (50%)
10+ years of experience with:
